The Adjoining Landowner (to the east) has 30 days to exercise their right of refusal of the high bid; meaning that such east adjoining landowner has 30 days to match the high bid, and if 30 days pass, the high bidder purchases the 40 acres. The high bidder will not pay the 10% down payment until the 30 days have passed without an objection from the east adjoining landowner. The remaining balance is then due at closing.
